BOB Ford of Sale, Messenger, June 12, complains that a penalty charge notice is posted on a vehicle parked in Altrincham with a nil tax disc inferring that nil tax means that the driver is disabled and must have forgotten their disabled blue badge.
Firstly, there are many vehicles that display a nil tax disc, as well as vehicles used by disabled people.
Secondly, displaying a blue badge does not exempt the driver from parking so as not to cause an obstruction.
Thirdly, displaying a blue badge is far from a 100 per cent guarantee that the driver is disabled.
Fourthly, the text on the penalty charge notice notice states that the parking attendant ‘had reasonable cause to believe that’ a parking contravention had occurred.
