The Flintshire County Council hereby gives notice that it proposes to make an Order Under Section 84 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers the effect of which will be:-
a) To impose a speed limit of 40mph on the length of road specified in Schedule 1 and 2 to this notice;
b) To impose a speed limit of 50mph on the length of road specified in Schedule 3 and 4 to this notice;
c) The proposed Order, if made, will revoke The Flintshire County Council (A548 Bagillt By-Pass) (40mph and 50mph Speed Limit) Order 2018 and The County Council of Clwyd (A548 and Access Road to Manor Farm Industrial Estate, Bagillt) (Traffic Regulation) Order 1993 in their entirety.
In the interests of safety during the COVID-19 Pandemic, should you wish to view a copy of this Notice, the proposed Order, plans showing the roads affected by the proposal and a statement of the Council's reasons for proposing to make the Order it is advisable that you view them on our website at

SECTION 23 OF THE ROAD TRAFFIC REGULATION ACT 1984

PROPOSED SIGNALISED PEDESTRIAN CROSSING ON A548 BAGILLT BY PASS JUNCTION WITH HIGH STREET BLOSSOMS JUNCTION, BAGILLT.
NOTICE is hereby given that the Flintshire County Council, in exercise of its powers under Section 23 of the Road Traffic Regulation Act 1984 and all other enabling powers proposes:-
a) The installation of a Toucan Signalised Pedestrian Crossing at the location as described in Schedule of this Notice. Reason for Proposal: Following a robust prioritisation process, Flintshire County Council has identified A548 Bagillt By Pass, High Street, Bagillt as the Authorities priority when assessed under the Welsh Government Active Travel and road safety improvements. Following a successful bid to Welsh Government, Flintshire County Council have been successful in obtaining funding to implement substantial safety measures to address congestion and reduce unnecessary road collisions. Such measures include improved walking & cycling provisions and crossing facilities.
The proposed Signalised Pedestrian Crossing, if made, will revoke The Flintshire County Council (A548 Bagillt By-Pass) (40mph and 50mph Speed Limit) Order 2018 and The County Council of Clwyd (A548 and Access Road to Manor Farm Industrial Estate, Bagillt) (Traffic Regulation) Order 1993 in their entirety.

TEMPORARY PROHIBITION OF THROUGH TRAFFIC ORDER & TEMPORARY 40 MPH SPEED RESTRICTION ORDER

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 BAGILLT
The Flintshire County Council has made an Order which will:
1. Road restriction -
Prohibit any vehicles from proceeding in:
a) A548 Westbound Bagillt Dual Carriageway, between its junctions with A5119 Aber Road at NGR 24027 73520 and High Street at NGR 21419 75855 in the County of Flintshire.
b) A548 Eastbound Bagillt dual Carriageway, between its junctions with A5026 Boot Junction at NGR 21208 76094 and Manor Park Industrial Estate at NGR 23393 74075
2. Speed restriction -
During the period of the works, the following roads will be subject to a temporary speed reduction, prohibiting vehicles from travelling at a speed exceeding 40mph;
a) A548 Westbound dual carriageway from NGR 22641 74683 to NGR 22418 75033.
b) A548 Eastbound dual carriageway, from NGR 22649 74691 to NGR 22428 75041.
The reason for the closure/restrictions is to facilitate highway improvements with associated works by Flintshire county Council; Streetscene and Transportation.
The alternative route for vehicles affected by the closure/restrictions will be signed accordingly by the use of prescribed signs.
It is anticipated that the Order will come into force on the 4 January 2021, or as soon as possible thereafter. The roads will be
closed/restricted for 6 weeks, or until earlier completion of the works, subject to a maximum period of eighteen months.

NOTICE OF TEMPORARY PROHIBITION OF THROUGH TRAFFIC ORDER ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 ABERMORDDU/CEFN Y BEDD

Flintshire County Council has made an Order which will prohibit any vehicle from proceeding on A541 Wrexham Road, between its junctions with Castle Street and Access Road to Riverside Business Park Abermorddu/Cefyn Y Bedd, in the County of Flintshire. The reason for the closure is to facilitate carriageway resurfacing with associated works with associated works by Flintshire County Council; Streetscene and Transportation.
The alternative route for vehicles affected by the closure will be signed accordingly by the use of prescribed signs.
It is anticipated that the Order will come into force on Saturday 16 January 2021, or as soon as possible thereafter. The road will
be closed for three consecutive weekends, or until the earlier completion of the works, subject to a maximum period of eighteen
months.
