The missing 22 per cent

REGARDING the ‘UFO’ over Kingsway Park.

Only a 78 per cent probability that it was a UFO?

Since it fulfilled all of the requisite criteria, namely: 1. It was unidentified; 2. It was flying and 3. It was an object Why not 100 per cent? Which 22 per cent of the criteria didn’t it meet?
