What do you do when a set of traffic lights causes a problem? In Carrington, you put up more sets of lights to cause a bigger problem.
Solution? You do away with lights and build a roundabout which then causes traffic to flow freely and does not send an electricity bill for the lights.
An added bonus is traffic slows down at roundabouts thus preventing dangerous attempts to jump or anticipate light changes. Therefore any accidents are of a less catastrophic nature.
Cyclists would no longer be trapped between two lanes of traffic as they are now.
One could quote many more advantages of roundabouts but they may be too difficult for traffic planers to understand. Pro bono public.
