Plans to build new Tesco, develop Lancashire County Cricket Club's Old Trafford ground and build new Academy school in Stretford are revealed

MULTI-MILLION pound plans to regenerate Stretford are expected to be submitted to Trafford Council next week.

The ambitious project will see a super-size 146,000 sq ft Tesco built on Chester Road, the redevelopment of Lancashire County Cricket Club’s Old Trafford ground and a new city academy school.

Council chiefs say they are fully backing the scheme – which will create more than 600 jobs and pour £16m back in to the local economy every year.

But the proposals have already met local opposition with more than 50 residents meeting on Monday night to discuss ways to oppose the deal.

The first phase of the LCCC’s redevelopment work is already under way, and a planning application is due to be submitted for the second phase next week.

If approved, it would transform the club into one of the country’s premier sporting destinations, and allow the ground to be used for test match cricket by 2013.

The planning application for these proposals also include a huge Tesco store on Chester Road, as an extension to a site they have previously been granted planning permission for – but which was refused a number of years ago.

An Academy from the merger of Stretford High School and Lostock College would also be created as well as improvements to highways and increased access to sporting opportunities.

Leader of Trafford Council, Cllr Matt Colledge, pictured, said: “This is a very exciting time for Stretford and its residents. The potential redevelopment of LCCC has been a catalyst for this regeneration and will continue to be a major factor.

“If the second phase plans are approved and the necessary consents are obtained, we can begin the task of shaping the regeneration of this area for the benefit of the borough’s national and international sporting reputation, tourism and ultimately for the community.

“The potential redevelopment of LCCC has been a catalyst for this regeneration planning and will continue to be a major factor in it.

“Hosting Test cricket in Trafford brings some £7m – £8m per event, this is in addition to the economic benefits that would be created through wider regeneration in terms of jobs.

“The benefits for educational improvement will be realised through the potential establishment of an Academy in Stretford which will enhance the opportunities for students and improve access to training and sporting facilities which will ultimately improve health.”

But at Monday’s meeting, critics said the council had made a U-turn by accepting Tesco’s plans for a massive store – 50 per cent bigger than a previous application booted out in 2003 for breaching planning policy.

Trafford’s Labour councillors have also expressed deep concern at the plans, with group leader Cllr David Acton saying: “The Conservatives have decided on this action without consulting local people, Trafford council tax payers or local councillors. Although I support LCCC’s desire to regenerate their ground and to seek support from a variety of funding streams, the simple fact is, that LCCC is a private members club and part of their proposal is to develop improved corporate and members facilities.

“I therefore seriously question whether council funding should be used for such purposes.”

I agree with the proposal to build a new tesco - hopefully it will close down all the corner shops and particularly co-ops who rip us off on a daily basis. The academy is also a good idea but really - do we need to make the cricket ground bigger?. I can only assume this is so that the 50 or so people who go to watch Lancashire can spread out with their picnics.

I do not agree with these proposals. We do not need a Tesco this big. Greed is their only motive for these proposals. As for the co-op, get a life, you dont have to shop there if you dont like their prices, I quite the co-op, it is much more friendlier than these giant stores.
I live in Stretford, I will not shop at this new store, I will go to Sainsbury in Urmston.
As for the cricket ground, you have inside knowledge I presume as to how many people from Stretford attend, I think not.
Do you not think that we have enough traffic on our roads in Stretford without this monstrosity of a super store.

I'm from Stretford and am against the proposed 140,000 sq foot Tesco. I'm not hostile to Tesco, would love to see test cricket return to LCC and I have no problem with the approx 50,000 sq foot supermarket that Tesco got planning permission for a few years ago.

The proposed 140,000 sq foot out of town supermarket however will knock the stuffing out of an already dismal Stretford town centre and make the chances of future investment in Stretford town centre less likely. The council has decided to ignore the wishes of many Streford residents as well as acting contrary to national and its own planning guidelines regarding sustainable development. The long term neglect of Stretford town centre by Trafford Council is unacceptable.

Was this passed by a full council or just the executive members ?, when you read about planning permission being granted it makes you think was this just for the money,or the people of Trafford.

Am I the only personal who agrees with Talking Sense on teh agreement to build this new Tesco. Have a look around Stretford - its a shamble , the preceint is all but closed thanks to increased rents and a parking fee - why go to stretford mall and pay to visit one or two little shops when you can go to the Trafford Centre and park for free and have a choice of shops or the Asda over the road. Stretford has declined so much over the last 20 years , no decent pubs, no nightclubs, no restaurants, the essoldo is just wasting away, Gorse Hill has lost all its little specialist shops all to be replaced by fast food eateries... Stretford needs a big kick , we have a massive opportunity with Manchester United & LCCC to bring revenue into the area to help local shop keepers and Pubs and clubs. If we build this new superstore people will WANT to come to Stretford and if teh owners of Stretford Mall pull thier fingers out and allow store owners a decent and fair rent then shopkeepers may come back to the mall and take advantage of teh passing trade from both the new Superstore and the two massive sporting venues. Change happens - Fact , we can either do nothing and let Stretford fall into even further decline or we can move with the times , get the best sporting venues in England , a brilliant superstore and more money into the community to allow for the opening of new restaurants , decent pubs and a new sport centre.... not to mention a billiant new academy, Trafford already have some of the best grammar schools so we will just capitilise on this further making people want to live in Stretford.

The key point to make is that Tesco would want to build regardless of whether the cricket club is improved or not.
Yes, Cllr Colledge is probably right when he says they're paying more than the land is worth, but nevertheless it remains true to say that the council is handing over the proceeds of the sale of an asset belonging to the people of Trafford, and handing it to a private cricket club. It's a sum equivalent to over £400 for every family in Trafford.

It's already established all the way from planning to the high court that a large Tesco there will be to the detriment of our town centres and the movement of traffic along the A56. If there's going to be financial compensation/inducem
ent/enabler for the negative aspects of a Tesco there, I'm convinced there are better uses to put that huge amount than handing it to the cricket ground. I want ashes cricket at Old Trafford but not at any price.
Ultimately the new school/Academy is likely to have to acquire alternative land to replace the land sold-off by Trafford. And the only expansion that is feasible is taking it from Gorse Hill Park.
This whole deal is bad for Gorse Hill, bad for Council Tax payers and a gift for a much loved but questionably performing regional sporting entity. It happens to be in Trafford but should Trafford Council Tax payers be handing over three times as much as the rest of the North West (through regional funding) put together?

I agree with the proposal to build a new tesco - it about time Gorse Hill Got something its ok for people from other areas Like Chorlton stop moaning most of the other shops rip us off on a daily basis. The Lccc idea we need to make the cricket ground bigger to compeat against the other grounds that as been updated and bring in revenue to the area. I can only assume everybody as a car or can use public transport to get to the arndale then you carnt get what you won't.

Most of the Letters seam to come from pepole from around the stretford Arndale and others areas what about us in Gorse Hill its a great idea for Tesco & Lccc its about Time. Most say it will bring in more traffic yes but we have had this for years with united home games so what's the problem.

Not everyone has a car, I live very close to you and I would not find it easy to shop this distance away if they do decide to close the Arndale branch. - Well people who live in Gorse Hill / Old Trafford have to make thier way to the Arndale so they would find it easier having a store near the sports centre - its swings and roundabouts - your argument on having to travel is unfounded, as long as there were easy transport to Tesco then it would be the same as people having to travel to Stretford mall.

can you imagine what the traffic will be like e.g. when man u are at home against liverpool you have just come out of tescos with two or three whinging kids and then it takes you two hours to get off tescos car-park

Have you guven a thought to the residents who live near tyhe proposed devlopement. I live on Hornby Road, and this massive tesco's will be built at the end of my street, which was once a lush green playingfield, where the streets children could play safely. I do not want a massive structure there, the noise the deliveries will make at night and the increased traffice noise will be horrendous. This propsed regeneration of the area is not taking into account the streets that lie between the cticket ground and old trafford. they are resitential areas that are being dwarfed by these two areans. The council have no concerns for the residents as only last year they passed a propossed developemnt for a 14 storey hotel and appartments on warwick road. can you imagine the noise and destrustion of the areas whilst these are bing built lumped in with large Tescos. It just monay making for the council they take our taxes then drop us from a great height when big corporations pay large sums of money. I am extreamly concerned for the area I live in, the regeneration is not for the people its for the fast cats in local government to make a quick killing. You people who want a large tescos so you can shop, how would you like it if it was being built at the end of your street !!!!

I think the people commenting above in favour of Tesco's proposals are missing the point somewhat.

We are getting a Tesco store, like it or not. Planning permission has been granted for a store of 48,000 sq feet. Bigger than Sainsbury in Urmston and Morrison's in Chorlton. This store will happlily service the needs of local residents and the immediate area.

Tesco, unhappy with this size of this store, then applied for permission to build a store double the size (90,000 sq ft) but were knocked back by both the local council and the Government due to the detrimental effect it would have on local business.

Undaunted, Tesco have had the audacity to apply for permission for a store of 148,000 sq feet (bigger than Asda Eastlands and Dumplington). This is essentially an out of town shopping centre being built in a residential area. Local businesses will be affected as far away as Sale.

This store is not being built for the benefit of the local community, regardless of it being packaged as regeneration enabling project. The cricket club have the funds to develop their ground without requiring additional funds from the council (which would ultimately come from Tesco anyway, from the sale of the land currently owned by the council behind the leisure centre) The only party to benefit from this is Tesco.

I also fail to see why public money (potenially £21million) is being ear-marked to build executive boxes at what is essentially a private members club (LCCC).
