A PLAN to build homes on a greenfield site in Holmes Chapel is being recommended for approval.

The scheme involves 24 homes being built on near three-acre site adjacent to Manor Lane by applicant Property Capital PLC and Mr and Mrs L. Bu.

The multi-million pound scheme is likely to be given the go ahead at a meeting of Cheshire East Council planners in Macclesfield on April 1, subject to an S106 agreement.

Holmes Chapel Parish Council and a total of nine residents complained about the development and raised issues including the site was not in the five year plan, there were brownfield sites available, Holmes Chapel already had enough housing, development would 'open the floodgates' to further development, loss of agricultural land, density of the development, local services already stretched.

According to the planning brief, prepared ahead of today's meeting, the layout of the development would minimise the impact on both visual amenity of the area to address neighbour concerns about it effect on a nearby Grade 2 listed Marsh Hall.

The council's conservation officer has confirmed the development will harm the setting of the listed building but the harm would be minimised once a proposed landscaping screen was put in place.

If the development is agreed the conditions include the developer will allocate four properties for social rent and three for shared ownership.

It will also have to provide £7,142 to upgrade nearby Elm Drive and £23,468 to the local authority towards future maintenance costs.
