Why does it take over 4 hours to re-open a road after an incident where no other vehicle was involved and both people in the car didn't need to go to hospital?

How many police / ambulance / fire service person-hours were actually spent on this minor RTA?

It was most likely the time it took for a glazier to arrive on the scene/risk assess and make building safe
